No it was 10 or more minutes apart. The other topic said something about CS:Go as well. No idea. If it was actually supposed to be 2 different threads, he's free to repost it. Probably should not use the same exact title and more or less the same wording though,
There's not much point to creating a modding section until there's a PC version for people to play. It would either go completely unused, or be filled with a bunch of the "tell me what to make" topics that I know everyone enjoys so very much.
For the handful of people that are working on something, if they want to make a topic, they can just post it in TM Discussion for the time being.
It's completely normal considering. Posts have always slowed a lot during long update waits. Keep in mind that the 360 version is still the only one around. The 360 itself is just a zombified husk at this point. People aren't looking for, or playing 360 games to any great extent. Now we're 6 months past the final 360 update. Not exactly a recipe for great activity.
The forum traffic is still just as high as ever. But posts are slow simply because TM is the main subject, and there just isn't much TM to talk at the moment. I highly doubt the discord has anything at all to do with it. I'm fairly certain that about 80% of the members of the chat have no idea what TM is and think they're in a Minecraft server chat.
