Is the server down or something as I'm unable to host a world?

I have no idea how to set this up is there anyone who can help me.
The beginning to this video should show you how to set it up.  Quite easy. 

Your also going to have to change the IP to "piknet.totalminer.ga" In the same file that you change your name.  (Local data.Txt).
Not that I know of did you adjust the IP?

Alright so I looked into this mod, and I installed it, it's a great mod! But what do I do when it says i'm on a different version from the host?
That means that you and the host's version of the game differ, and would commonly be a result from only one of you having entered the Public Beta while the other has not.

You can, the same way you had entered it, however selecting "NONE - Opt out of all beta programs" when switching the beta.

When I downgrade back to retail version, I can't launch the game for some reason.

It attempts to launch, waits a few seconds, then nothing happens

I cannot reproduce it, try verifying the game files' integrity; you may have to reinstall the game otherwise.

I can't join any games at all. It will display the available worlds that can be joined but when I attempt to join it just hangs at 'connecting to online session'...

Anybody have any ideas?

I had this issue, I ended up uninstalling the game,  deleting all the game files (Documents/My Games/TotalMiner and TotalMinerBeta),  restarted the computer and reinstalled. Worked for me

Seeing as this mod is a viable option and is even recommended by Studio Forge on the
game's news feed on Steam as a stop-gap until the official MP release then why wouldn't I want to get it working?
